Nassau County Hospital Annex
ESI was contracted by the Nassau County Utilities Department to complete an Asbestos Containing Material (ACM) survey and Lead Based Paint assessment of the Hospital Annex building (constructed in 1940), located at 11 North 14th Street in Fernandina Beach, Nassau County, Florida. The concrete block structure comprises approximately 32,000 square feet.
Our assessment identified several Category I and Category II, Non-Friable ACMs, as well as several Regulated ACMs (RACMs) under EPA NESHAP regulation 40 CFR, Part 61, Subpart M. ESI subsequently authored an Asbestos Abatement Work Plan in accordance with OSHA and NESHAP requirements, including and all federal, state, and local notification and removal requirements. ESI’s Abatement Work Plan outlines comprehensive requirements covering permissible exposure limits, multi-employer worksites, regulated areas, exposure assessments and monitoring, debris labeling, worker training, and disposal.
Eight (8) paint samples collected at this site contained lead; ESI recommended for removal in accordance with OSHA’s Lead in Construction Standard. ESI then facilitated toxicity / hazardous waste characterization of building materials prior to demolition of the Hospital Annex building.
ESI is currently providing on-site air monitoring services for asbestos abatement activities.
