Office Manager: David Dickson is a Vice President and Division Manager of Ecology for our St. Augustine, Florida office. He has over 17 years experience as a natural resource professional who specializes in the assessment of Florida’s ecosystem. His expertise includes wetland delineation, environmental permitting, environmental analysis for transportation projects, compliance monitoring, wetland mitigation design/monitoring, preliminary site evaluations, wildlife assessments, shallow water coral surveys, environmental due diligence, and project management. He has conducted ecological assessments necessary to identify constraints for a variety of industrial, public utility, institutional, commercial, residential, and highway projects, including Developments of Regional Impacts (DRIs). In addition, he has extensive experience working with Federal, state and local government staff.
Representative Projects
Greens Creek Mitigation Bank
Greens Creek Mitigation Bank is a 4,400+ acre proposed wetland mitigation bank located in Clay County, Florida. ESI has been involved with the planning, design and permitting of the bank. Permits are anticipated to be issued in 2010. Once fully permitted, the bank will be offering UMAM credits as compensatory wetland mitigation to off-set unavoidable wetland impacts within St. Johns River Water Management District Basin 4. Our scope of work also included a Phase 1 Environmental Site Assessment, Archaeology survey, threatened and endangered species surveys (including gopher tortoises and fox squirrels), wetland delineation, UMAM evaluation, active mitigation design (wetland and upland enhancement and wetland restoration) and agency coordination (including State and Federal agencies).
Fort Mose
Fort Mose is a historical state park located in St. Augustine, Florida along Baya and Robinson Creeks. ESI assisted St. Johns County in permitting a canoe/kayak platform and boardwalk that connects with the Florida Circumnavigational Paddling Trail to encourage users to visit the park. Our scope included wetland delineation, environmental permitting and agency coordination.
Nease Beachfront Park
Nease Beachfront Park is located 1 mile north of the St. Augustine Inlet on A1A Scenic & Historic Coastal Byway, within the Florida Forever Northeast Florida Blueway Phase II. ESI assisted St. Johns County in permitting a scenic wildlife and bird watching platform. Our scope of services included wetland delineation, environmental permitting and agency coordination.
